Express Employment Professionals is recruiting a direct hire for an Accountant position. The primary purpose of this position is to provide administrative, technical, and confidential support to the Accounting team, which is part of the Administrative Services team. This position has responsibility for completing assignments received by the Accounting Manager and the Administrative Services management team and makes decisions that may relate to highly sensitive and/or confidential matters. The primary focus of the position is general, revenue, and expenditure accounting, as well as coordination between Accounting and Budget.

Duties Include:

· Prepare various financial reconciliations.

· Prepare financial reporting for management and program use.

· Prepare State and Federal regulatory and compliance reporting.

· Act as primary contact with other state agencies for interagency accounting issues.

· Monitor agency’s internal control processes for state and federal compliance.

· Interpret laws, rules, and procedures.

  • Recommend solutions, prepare procedure revisions, and implement controls (as necessary). Provide staff with training and technical assistance to improve fiscal systems, internal control, and procedures.
  • Analyze accounting processes to recommend improvements for increased efficiencies and effectiveness.
  • Coordinate and post monthly indirect cost allocation charges to individual program funding.
  • Review and approve accounts payable and accounts receivable transactions. Ensure proper accounting codes, appropriate approvals, and sufficient backup to support the transactions.
  • Prepare complex financial analysis, allocations, and reconciliations.
  • Monitor and oversee accounting activities related to travel (travel reimbursements, Ghost Card activity, outside entity reimbursements).
  • Monitor and oversee accounting activities related to invoicing.
  • Coordinate with the Accounting Manager and Budget Officer on budget and accounting issues. Contribute to a cross-functional work team by collaborating to solve problems. Work with managers to identify and solve budget and cost accounting issues. Prepare reports for programs and budget including monthly, quarterly, and annual reporting as well as ad-hoc reporting.

Job Requirements:

Minimum Qualifications

You must have the following to qualify for this position:

  • CPA certificate; OR
  • Two years of professional accounting experience applying basic accounting theory and principles to examine, account for, reconcile, analyze, and interpret standard accounting data and records, and either:
    • Bachelor’s degree in Accounting; or
    • Bachelor’s degree in any discipline that includes or is supplemented by 30 quarter (20 semester) credit hours in accounting.
    • Credit hours must be upper division from a system of higher education (four-year institution accredited to grant Baccalaureate degrees); or
    • 30 quarter (20 semester) credit hours in accounting.
    • Credit hours must be upper division from a system of higher education (four-year institution accredited to grant Baccalaureate degrees); and two years doing independent research and analysis which included making recommendations that resolved issues; or
    • 30 quarter (20 semester) credit hours in any of the following: accounting principles, intermediate accounting, advanced accounting, finance, business law, cost accounting, accounting information systems, or auditing; and two years of accounting experience a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries; or
    • 15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the professional accounting experience.
    • Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement
