Programmer Analyst

DOCS Management Services

This is a Full-time position in Coos Bay, OR posted May 26, 2021.

JOB PURPOSE:

This position is responsible for participation in the design, development, maintenance, and enhancement of the organizations transactional system, performing analytical and programming functions for complex applications.

ESSENTIAL RESPONSIBILITIES: HIMS Programming
Collaborates with other departments to assess current service levels and understand requested program improvements and enhancements Recommends systems and programs that will reduce the complexity and cost of applications, while increasing efficiency Collaborates with programmers and analysts concerning procedures, capabilities, limitations, and problems related to hardware and software used in related applications Defines logic and codes detailed programs, subprograms, and routines to be used in transactional system and other applications Drafts technical documentation for new and modified systems for users, production control staff, and programming and analysis staff Handles inquiries from users of transactional systems Develops and maintains records necessary for auditing purposes; provides copies of all requested files, documentation, and reports to state and internal auditors as needed.

Participate in quality and organizational process improvement activities and teams when requested Assist in audit preparation when focus is HIMS Ensure compliance with company policies and procedures as applicable to area(s) of responsibility Handle confidential information and materials appropriately and maintains a secure work area Other duties as assigned

QUALIFICATIONS
Non-judgmental attitude Ability to report to work as scheduled Proficient in Microsoft Office Suite Support and contribute to effective safety, quality, and risk management efforts by adhering to established; policies and procedures, maintaining a safe environment, promoting accident prevention, and identifying and reporting potential liabilities Training in or awareness of Health Literacy, Poverty Informed, Systemic Oppression, language access and the use of healthcare interpreters, uses of data to drive health equity, Cultural Awareness, Trauma-Informed Care, Adverse Childhood Experiences (ACEs), Culturally and Linguistically Appropriate Service (CLAS) Standards, and universal access
EDUCATION AND EXPERIENCE

Bachelor’s degree in computer science, Health Informatics, or related field preferred, experience in lieu of education will be considered; one to two years developer experience and one to two years of experience in business or healthcare programming required.

KNOWLEDGE
Thorough understanding of and experience with programming and programming technologies (C#, VB.Net) Thorough understanding of computer programming languages Knowledge of scripting technologies such as python, VB Script, and PowerShell Practical experience using electronic health technology to support all workflows Knowledge of EDI Standard formats (ANSIX12, XML, etc.) Knowledge of software development lifecycle Knowledge of analysis and presentation data Experience mapping workflows and identifying data system requirements Familiar with standard concepts, practices, and procedures within the field Knowledge of Oregon Health Plan and member benefits Knowledge of ICD, CPT, HCPCS, NDC & DRG code sets Strong understanding of healthcare benefit management systems Knowledge and understanding of how the positions’ responsibilities contribute to the department and company goals and mission Knowledge of federal and state laws including OSHA, HIPAA, Waste Fraud and Abuse Awareness and understanding of equity, diversity and inclusion Awareness of the equity lens: ability to analyze the unfair benefits and/or burdens within a society or population by understanding the social, political, and environmental contexts of policies, programs, and practices
SKILLS AND ABILITIES
Ability to create complex code Proficient in writing SQL queries (T-SQL, MSSQL) and working with data in relational databases Web technology, design, and administration experience (HTML/CSS, PHP, .NET, JavaScript, IIS, AJAX, jQuery) Ability to predict potential user and software issues Recognize and resolve system related problems Proficiency in EDI testing Project management skills, organization, and prioritization skills Determine what data trends mean and offer ideas and solutions Work independently and make necessary decisions throughout systems process within department guidelines Ability to handle stress and sensitive situations effectively while projecting a professional attitude Willingness to work a flexible schedule when circumstances necessitate Ability to communicate professionally, both orally and in writing Ability to work with diverse populations Ability to relate to and interact with people of differing personalities and backgrounds Sensitive to economic considerations, human needs and aware of how one’s actions may affect others Ability to organize and work in a sensitive manner with people from other cultures Poised; maintains composure and sense of purpose
WORKING CONDITIONS
This position must have the ability to remain in a stationary position, occasionally move about inside the office to access office machinery, printer, etc., frequently communicate and exchange accurate information.

Work Condition: Employee generally works within the interior of an office environment.

Employee may travel locally and be responsible for own transportation.

Out of area travel may be required on occasion.

Hours of operations and specific staff scheduling may vary between worksite based on operational need.

The general environment is clean with a comfortable temperature and moderate noise level.

Exposed to: Cold/heat controls, close contact with employees and the general public.

Machines, equipment, tools and supplies used: Constantly operates a computer or other office productivity machinery, such as postage machine, fax, copier, calculator, multi-line telephone system, scanner May answer a high volume of telephone calls, complete documentation, and use computer programs to either obtain or record information Multiple Duties: Must be able to work under conditions of frequent interruption and be able to stay on task.
