Quality Engineer II

Shields Manufacturing Inc.

This is a Contract position in Tualatin, OR posted August 19, 2021.

Open Opportunity:

Shields Manufacturing continues to diversify and expand substantially, creating an immediate need for an experienced Quality Engineer II. Under general supervision, our QE II will assist the Quality Manager in assuring execution and maintenance of the Quality Management System at Shields Manufacturing with regards to process management and measurement, corrective and preventive actions, failure analysis, internal audits as well as customer and supplier communication and data submittals. Additionally, the Quality Engineer II will provide inputs and coaching to continually improve the understanding and adherence to quality assurance disciplines across company.

Essential Duties & Responsibilities:

Shields Quality Management System and Quality Assurance process

    • Support development and implementation of process and product-based measurement tools to report and continually improve processes and products, including statistical process control applications.
    • Review existing, new customer or certifying agency requirements and implement changes to the QMS or Quality Assurance processes.
    • Support activities related to external customer or external audit agency visits to Shields Manufacturing.
    • Write, review, and publish procedures and work instructions related to the QMS or QA process
    • Coordinate meetings and team activities focused on root cause investigations, corrective and preventive actions and process improvements.
    • Perform, record, and report results of internal audits that support the Shields Quality Assurance process.
    • Support MFE and the NCMR process in resolving quality deviations
    • Lead as assigned quality improvement projects in the Manufacturing operations or related processes

Customer Quality

    • Develop and deliver responses to customer requests and inquiries related to product quality.
    • Issue specification deviation or change requests to customers
    • Lead resolution for customer issued non-conformance, failure analysis, and corrective actions at Shields or our suppliers
    • Validate customer quality data reporting requirements, implement and monitor compliance
    • Communicate timely status of quality related issues to Shields customers
    • Understand customer specifications for quality requirements and be the SME for NPI team during new product introduction

Supplier Quality

    • Perform audits of Shields suppliers against quality standards and required process controls
    • Review and Issue approval for supplier change requests
    • Monitor and evaluate supplier data, manage Supplier Corrective Actions to resolution
    • Assess supplier quality system and processes during qualification

Change Management

    • Review NPI parts and identify quality requirements related to customer critical process
    • Review proposed changes and interpret for compliance or actions required related to criticality of the part or product


  • Support resolution of quality deviations from Manufacturing, MFE and Inspection
  • Maintain quality association and certification such as ASQ
  • Develop, document, follow, and share best practices and business rules provided across the Quality Engineering team
  • Identify systemic problems or opportunities in the Shields quality system and propose or lead improvements

5% Other duties as assigned.


  • 3-5 years’ experience in a manufacturing, machine shop or contract manufacturing environment, in a relevant Quality Engineer role.
  • Strong demonstration of skill and knowledge of root cause analysis and corrective action methods and process.
  • Demonstrated effective experience interfacing with customers, with a high degree of communication skill and sound judgment in customer relationship building and maintenance.
  • Experience fulfilling requirements of supplier quality and audits.
  • Understands and has supported QMS and industry certification audits.
  • Formal quality process desired with certification (Six Sigma, etc.)
  • High level of skill in reading mechanical and assembly drawings, interpreting specifications, and requirements documents.
  • Intermediate Microsoft Windows and Office Suite (WORD, EXCEL, POWERPOINT) skills. Ability to analyze and present data using these tools.
  • Ability to effectively communicate and problem solve across a wide range of people, including internal and external contacts, and at all levels of the organization.
  • Eligible to work in the U.S. Must be a “U.S. Person” according to ITAR requirements, i.e. a U.S. Citizen or U.S. Permanent Resident (i.e. “Green Card Holder) due to requirements of this position.
  • Ability to work a minimum of 40 hours per week, with occasional overtime as needed. Hours/days are day shift, as assigned by the manager.


  • ASQ or other quality certifications desired.
  • Data Analysis skills are a plus.
  • New product Introduction process experience a plus
  • Bachelor’s degree in a relevant field or equivalent work experience.
